Wisner was a Manticoran citizen and an officer of the Royal Manticoran Navy.
In 1903 PD, Wisner held the rank of Lieutenant and was assigned to the heavy cruiser HMS Fearless. He was Captain Honor Harrington's regular sparring partner until he was transferred off the ship. (HH2)
