Ukiah was a Masadan citizen and one of Gideon Templeton's men.

When they held Berry Zilwicki, believing her to be Ruth Winton, Ukiah subjected her to a "weapons inspection", groping her inappropriately. Later, Victor Cachat confronted the Masadans, and threatened that if Ukiah touched the girl again, he would make him eat his own bowels. When Hosea Kubler realized what Ukiah had done, he pistol-whipped him and almost shot him on the spot. (CS1)
