The Shingaine Convention was an international convention on free passage, which mandated that all "warp termini" be open to all traffic. It was sponsored by the Solarian League around 1850 PD.
The Star Empire of Manticore was not a signatory, and as such did not feel bound by it when closing its wormhole termini to Solarian traffic. (HH13)
