Rath was a citizen of the Star Kingdom of Manticore and an officer in the Royal Manticoran Navy.
He held the rank of Captain and commanded HMS Fearless prior to Honor Harrington. Alistair McKeon and Dominica Santos both served under Captain Rath, who was known to love every dent and scrape of the Fearless. (HH1)
