Phillips was a Grayson citizen and a member of the Protector's Council.
A staunch conservative, he was against the alliance with the Star Kingdom of Manticore. In 1903 PD, he attended a meeting to discuss Captain Honor Harrington's request for support, and agreed with Jared Mayhew and Howard Clinkscales that the request was an insult. (HH2)
