Lowell was a Havenite citizen and an officer of the State Security Naval Forces.
Holding the rank of Commander, she served as the executive officer of the battlecruiser PNS Tepes. She welcomed Warner Caslet aboard, and was later killed when the ship was destroyed during the prisoner outbreak. (HH7)
