The Leveler Uprising was a rebellion against the Committee of Public Safety on the planet Haven, led by LaBoeuf. They were a highly organized faction of anarchists, with unknown agents in the Committee itself.
Admiral Esther McQueen moved to defend the endangered Committee, using both orbital kinetic missile strikes from her flagship, PNS Rousseau, and low-altitude Snowflake cluster bombing against the attackers, causing a great deal of civilian casualties and earning her the nickname "Admiral Cluster Bomb". Her decisive leadership and ability to inspire personal loyalty were all that saved the Committee, yet they frightened Robert Pierre and Oscar Saint-Just, despite their recognition of the need for her expertise at the Octagon.
