Havel Fitzgibbons was a Manticoran citizen, jurist, and politician.
After serving as a prosecutor and then as a judge on the Queen's Bench during the late reign of Queen Samantha II, he became Justice Minister of the Star Kingdom of Manticore.
He preferred to be addressed as "Judge" even when he was a cabinet member, and was known to particularly hate political corruption. (Companion)
