Frank Ukhtomskoy was a Manticoran citizen and an officer of the Royal Manticoran Navy.
Holding the rank of Commander in 1922 PD, he served as commanding officer of the destroyer HMS Talon, assigned to the Tenth Fleet in the Talbott Quadrant. During the invasion of the Meyers System, his ship was stationed 198.2 million kilometers from the primary star to quickly collect data on the location of all fleeing ships, and deliver them to Rear Admiral Oversteegen's waiting force in hyperspace.
