Hartley was a Manticoran citizen and an officer in the Royal Manticoran Navy.
Biography[]
He was the Commandant of the Royal Manticoran Naval Academy on Saganami Island in the late 1870s PD. During an unscheduled aerobatics display above the Academy regatta, Hartley was winning at the moment Honor Harrington flew over his sloop at a very low altitude, causing him to dive over the side. Harrington was later severely reprimanded for the maneuvre. (HH4)
When Pavel Young attempted to rape fellow cadet Honor Harrington, Hartley was unable to actually punish him due to Harrington's refusal to officially accuse Young, but forced Young to apologize to her for an earlier incident of harassment. Michelle Henke brought the attempted rape to Hartley's attention. (HH1, HH3)
