Everard Honeker was a Havenite citizen and an officer of the Office of State Security.
Biography[]
He served as People's Commissioner to Rear Admiral Lester Tourville. He and Tourville respected each other, and Honeker disapproved of Cordelia Ransom's intention of executing Honor Harrington. By the time they reached the Cerberus System, he had virtually become Admiral Tourville's ally. (HH7)
He became extremely dissatisfied with the regime to the point of disaffection. (HH9)
