Eliza Shumate was a Havenite citizen an officer of the State Security Naval Forces.
Holding the rank of Captain (SS), she served as the commanding officer of a StateSec battlecruiser that was sent to patrol the outskirts of the Haven System in the aftermath of Esther McQueen's attempted coup. She was the one who informed Admiral Theisman of the death of Chairman Pierre and the destruction of the Octagon. (HH9)
